Zeus 8eff3e548b feat: add repo watching commands 
- argus repo list: show watched repositories
- argus repo watch <owner/repo>: subscribe to notifications
- argus repo unwatch <owner/repo>: unsubscribe

Works with both gh (GitHub) and tea (Forgejo) backends.
