16eab8dd5a fix: institutions homepage URLs + people-linkage + cross-refs 
- Added homepage URLs to all 23 institution pages
- Linked persons to existing people-pages where applicable
- Added TODO markers for missing people-pages
- Added/verified cross-references
- Backlinked people-pages to institutions
